In 2008, Ridgeway wrote the dissertation that modeled cascade failure in municipal water systems. In 2020, she filed the classified white paper that predicted, with specific accuracy, the exact sequence in which national infrastructure would fail following a grid disruption. Eleven people read it. The recommendation was not acted on.

The recommendation still stands. The work is still the same work. The Ember Collective is doing it now instead of then. That is the only difference.

The Collective formed around a single conviction: the collapse was a systems failure, not an ending. Systems failures have solutions. Engineers know how to solve systems failures. The knowledge that built the old world didn't die with it — it sits in server farms, on hard drives, in technical manuals inside ruins that everyone else is stripping for scrap. The Collective's job is to recover it before it's gone.

THE MATH

Territory without water, power, and communications is just land. When settlements have clean water, the Ash Reavers' leverage evaporates. When the Collective's networks span the region, the Iron Wardens' territorial control becomes beside the point. Every ruin they strip for components, every relay they restore is a point made in an argument they intend to win. The other factions have not accepted this timeline. They will.

FUNCTION OVER CREDENTIALS

The person who can keep the water filtration running outranks the person who can't — regardless of what they used to be. The Collective calls this meritocracy. In practice, authority follows function. This produces a culture that is collaborative, occasionally fractious, and deeply impatient with credentials that don't translate.

THE LONGER GAME

The eastern water relay has been operational for fourteen months. That is not an accident — that is the result of specific decisions made by people who knew what they were doing. It will take four hours to destroy if someone decides territory matters more than water. The Collective is noting who's closest to the relay right now. They are not competing with Rask or Tran. They are competing with entropy.
